Dominican Sovereign Bond Issue and recent analysis by international credit rating agencies.

The Dominican Republic issued global bonds for the amount of $750 million with a coupon rate of 7.5%
On April 29, 2010 the Minister of Finance Vicente Bengoa Albizu announced the placement of global bonds for the amount of $750 million due in 2021. This is the country’s first international dollar offering in more than three years. The bonds have an average maturity of 10 years and yield 7.5 percent. The demand from international investments institutions was strong aiming approximately USD$4500.0 million. Barclays Capital and Citi managed the bond sale and successfully placed the bonds in an uncertain environment generated by investor concern in relation to the recent breakdown in the European financial market.

Moody's upgraded the country rating and S & P revised its outlook to positive.
On April 22, 2010 Moody's Investors Service upgraded the Dominican Republic's government bond rating to B1 from B2 reflecting a reassessment of the country's overall credit resilience after the global financial crisis of late 2008. Moody's analysts noted, in addition to the Stand-by arrangement with the IMF, favorable developments in the country institutional framework such as: a) strengthened bank supervision and effective enforcement of prudential regulations, b) early stage of the creation of a domestic market for government bonds, that will progressively provide the government with access to longer-term local-currency financing.

On May 5, 2010, Standard & Poor's Ratings Services changed its outlook on the Dominican Republic to positive from stable. The main arguments expressed: a) economic growth, b) IMF agreement, which creates an important outline to maintain fiscal discipline as they face major structural challenges, c) improved debt management, and d) strengthened management leadership within the electricity sector.
